Clause 6.2: Personnel
Competence requirements, authorization to perform activities and monitoring of competence, with what assessors sample and where each record lives.
What the clause asks for
Clause 6.2 requires that everyone who can influence laboratory activities, whether employed or contracted, acts impartially, is competent, and works under the management system. The laboratory documents the competence requirements for each function (education, qualification, training, technical knowledge, skills and experience) and keeps procedures and records for:
- determining competence requirements,
- selecting personnel,
- training,
- supervision,
- authorization,
- monitoring competence.
Clause 6.2.6 names the activities that need a specific authorization: developing, modifying, verifying and validating methods; analysing results, including statements of conformity and opinions and interpretations; and reporting, reviewing and authorizing results.
What assessors sample
An assessor typically picks a recent report, notes who performed the work and who authorized it, then asks to see that each person was authorized for that method on that date. They also look at how competence is monitored after authorization, for example through witnessed work or PT participation.
Common findings in small laboratories:
- An authorization that exists only as a line in a training matrix, with no date or authorizer.
- Authorizations granted after the work they are meant to cover.
- No evidence of ongoing monitoring once someone is authorized.
- Staff who have left still shown as authorized.
Where this lives in AccreditBook
Each person has a record on the People screen with name, job title, email, employment status, start date and, when they leave, leaving date. Under each person you keep competence records of five kinds: authorization, training, qualification, competence assessment and witness audit.
| Requirement | Field in AccreditBook |
|---|---|
| Competence requirement and scope | Competence record title and method or scope |
| Authorization (6.2.5 e, 6.2.6) | Kind “authorization”, granted on, authorised by |
| Training (6.2.5 c) | Kind “training”, with the certificate attached |
| Monitoring competence (6.2.5 f) | Kinds “competence assessment” and “witness audit”, review interval |
| Expiry and review | Expires on, review interval months, status |
Records with an expiry date appear on the dashboard due list before they lapse, and a person marked as left keeps their history so past reports remain traceable to the authorization that applied at the time.
See People for the screen itself and Dashboard for how expiring authorizations are surfaced.
